The Weekly Manifest
A cadence-sorted monitoring board for global trade compliance professionals — what to watch in real time, what to check daily, and what can wait for the month- or year-end cycle.
USMCA review splits: Mexico advances, Canada frozen
The U.S.-Mexico track narrowed from 54 open issues to 14 across three rounds, with a fourth held in Washington in early September; auto content rules (a 50% US-specific threshold) remain the sticking point. Canada talks collapsed 21 Aug after Section 338's 50% tariffs; Canada's counter-tariffs on ~700–900 items took effect 8 Sep. No formal USMCA review track has started with Canada.
CBP's IOR-number voiding is now live
Since 18 Sep 2026, CBP can immediately void an importer-of-record number if Form 5106 identity data — legal name, tax ID, address, direct email, valid POA — is inaccurate or incomplete. Voidance notices go to the email on file; confirm yours is current now, not after a notice arrives.
OFAC's September cadence: four actions in two weeks
Recent actions posted 8, 11, 15, and 17 Sep span Iran-related and counter-terrorism designations, new Cuba designations, and a Belarus-related delisting. Treat the SDN list as a live feed this month in particular.
Italy's €2 fee still tracking for 1 Oct — 10 days out
No further postponement has surfaced since the fourth delay pushed it to 1 October. With the date this close, confirm invoicing and declaration systems are actually ready rather than assuming another slip.
EU Product Identifiers: six weeks to mandatory
The 1 Nov 2026 PID requirement on B2C e-commerce imports is approaching fast, alongside fresh European Commission guidance (published 24 Aug) for CBAM verifiers and accreditation bodies — two separate EU compliance deadlines converging on the same quarter.

ofac.treasury.gov/recent-actionsNew tariff & export-control proclamations
Presidential proclamations and BIS interim final rules under Section 338/232/301 can move duty rates or licensing requirements with next-day effect — Canada's Section 338 scope and counter-tariff lists have both moved within the past six weeks.
federalregister.govCBP detentions, seizures & WROs
UFLPA and forced-labor detentions demand an immediate admissibility response — enforcement volume is at a record high.
cbp.gov / UFLPA statisticsIOR-number voidance notices
CBP can now void an importer number the moment Form 5106 data fails verification — a voided number stops clearance immediately, so this belongs alongside sanctions hits as a same-day trigger, not a monthly checklist item.

— what changed this weekSection 301/232/338 tariff lists
Rates and covered-product lists remain highly fluid: China's aggregate Section 301 rate sits at 37.5%, and Section 338's Canada scope keeps moving alongside Canada's own counter-tariff list. Re-check exclusion requests and coverage weekly.
ustr.govUSMCA Joint Review tracker
The Mexico and Canada tracks have diverged sharply — Mexico is negotiating substance, Canada isn't negotiating at all. A weekly check catches the next round date or any resumption of Canada talks.
ustr.gov/USMCAUFLPA Entity List additions
DHS's 31 Jul addition of 43 companies was the largest single expansion on record; no further batch has posted since, but a weekly check catches the next one before it reaches upstream suppliers.

The Commission published guidance for CBAM verifiers and national accreditation bodies on 24 Aug 2026 — confirm your verifier is accredited in-scope before relying on their emissions data.

19 CFR 163Form 5106 / IOR data verification
Now that CBP is voiding non-compliant importer numbers on sight (from 18 Sep 2026), a monthly pass to confirm legal name, tax ID, address, and POA data on file is current is cheap insurance against a same-day clearance stoppage.

From 1 Nov 2026 — six weeks away — B2C e-commerce imports into the EU need a standardized or non-standardized manufacturer product identifier on the customs declaration, mandatory regardless of value. Confirm platform and carrier systems can capture it.

A Cabinet-approved draft law submitted to the Verkhovna Rada on 30 Mar 2026 would shift VAT collection on consignments up to €150 from postal operators to electronic-interface enterprises, targeting 1 Jan 2027. Implementing Customs Code amendments are not yet published — status still fluid.
